AARN Became Uneasy With No Strike or Lockout Agreement
The AHA proposed a six month internship period for newly-graduated nurses during which time the nurse would receive 80% of the basic rate of pay.  This was strongly opposed by the AARN.  It was referred to a conciliation board for resolution.  Because of the agreement that neither strike or lockout would be used to settle disputes, the two parties had agreed to recommend unanimously the acceptance of the results of a conciliation process.  Thus the AARN found itself in the position of having to recommend an internship program if that was the result of conciliation.  Luckily the conciliation board sided with the AARN, but the lesson of the day was not lost on the AARN.
